Notification #3 Regarding Changes to Village Operations
In recognition of Executive Order No. 116 issued on March 10, 2020, which declared a State of Emergency (SoE) in North Carolina, and Executive Order No. 121 issued on March 27, 2020, in response to COVID-19, the Village of Whispering Pines (Village) announces the following changes to standard schedules and operations:

Village Hall will continue to be closed for walk-in business through April 29th. Village staff will be available to conduct business by phone (see below) and email during this period.

• The Community Building remains closed. Any Community Building reservations or scheduled uses are cancelled through April 29th. Refunds will be issued to those that have submitted deposits.

• The volunteer muckraker operation will cease operations through April 29.

• The Communitywide Yard Sale scheduled for April 17 - 19 is postponed until a date to be determined. Refunds will be issued to those that have signed up for the advertisement. Yard/garage sale permits will not be issued until further notice.

Village boat permits (stickers) can still be obtained by completing the boat permit application available at www.whisperingpinesnc.net. Completed forms with a check payable to the Village of Whispering Pines should be placed in the dropbox next to the front door of Village Hall. Upon receipt the boat stickers will be mailed to the applicant.

• For medical related calls for service, Village first responders (fire rescue & police) will continue to only be dispatched to calls for cardiac or respiratory arrest, uncontrolled bleeding, rescue incidents, and motor vehicle collisions.
    o Moore County EMS will be dispatched to all medical related calls for service; however, depending upon call volume, proximity of the closest ambulance, and/or the severity of the call, extended response times may be experienced.
    o Non-medical requests for service (fires, thefts, etc.) are not affected by the protocol change.

• The Community Emergency Response Team (CERT) training scheduled to begin tonight has been postponed. If you would like more information about the CERT, email [email protected] or call 919-694-3356.

• The regular Council meeting scheduled for Wednesday, April 8, at 6pm is still set to occur. However, the methodology of how the meeting will be conducted will be modified. The Village is exploring options to conduct the meeting, while complying with Executive Order No. 121 as well as the NC Gen. Stat. pertaining to public meetings and public comments. Additional information will be publicized as soon as the details are finalized.

Effective immediately, all Village playground equipment and basketball courts are closed through April 29th.

Village parks, lakes, and properties are available for residents to engage in outdoor activity, provided individuals comply with Social Distancing Requirements and Mass Gatherings as defined below. Examples of acceptable outdoor activity include, but not limited to walking, hiking, running, golfing, or biking.

• Social Distancing Requirement means maintaining at least six (6) feet distancing from other individuals.

• Mass Gathering is defined as any event or convening that brings together more than ten (10) persons in a single room or single (indoor or outdoor) space at the same time.

• All residents are encouraged to review Executive Order No. 121 in order to fully understand the North Carolina response to COVID-19.

• Pursuant to NC Gen. Stat. § 166A-19.30(a)(2), the provisions of Executive Order No. 121 shall be enforced by state and local law enforcement officers.

• Voluntary compliance with Executive Order No. 121 by all Village residents is our expectation. Village police officers will be proactive with ensuring compliance with the Social Distancing Requirement and Mass Gathering.

• A violation of Executive Order No. 121 may be subject to prosecution pursuant to NC Gen. Stat. § 166A-19.30(d) and is punishable as a Class 2 misdemeanor in accordance with NC Gen. Stat. § 14-288.20A.
The Village will continue to evaluate Village needs and services while considering any potential health concerns. Additional cancellations and service changes are possible as information becomes available.
