NO. However, if your residential water line is accidentally broken during the installation process, your water will be shut off while the repair is being completed. Carolina Water Service, Inc. of North Carolina (CWSNC) will be on site while construction is in progress; therefore, if a line is broken, it will be repaired immediately.

This critical infrastructure improvement will replace an old and undersize (4”) water main with a new 6” water main. In addition to improving the overall water distribution system, the project will add new fire hydrants, which will significantly improve the Fire Rescue Departments water supply capabilities for fighting fires and potentially reduce your homeowner’s insurance premium.
Monday, June 18, 2018. Construction is estimated to take approximately 6-10 weeks; hopefully be completed by end of Summer, weather permitting.

NO. Pine Ridge Drive will be limited to one lane in some areas during construction hours.

Once the new water main is installed, tied into the existing system, and all water quality testing has been completed, then CWSNC will begin the process of connecting each individual water line to the new water main. CWSNC will make every effort to minimize the duration of the interruption and provide as much notice as possible as to when the interruption will occur.
YES. Whispering Pines Police & Fire Rescue Departments, as well as Moore County EMS and neighboring fire departments will be notified.
NO. The existing water main pipe will be abandoned in place.
NO. The new water main will only be installed on the even numbered side (side closest to lake) of Pine Ridge Drive between 114 through 244.
YES & NO. Each day approximately 200 feet of pipe are to be installed, which will impact 3-4 driveways every few days. Those specific driveways will be inaccessible during the construction hours on those days. Approximately 2-3 days in advance of any driveway being impacted, the resident will be notified.
If possible, you are encouraged to make arrangements with a neighbor. If necessary, you can park your car along the road within the Village right-of-way or nearby park; however, the car must be completely off the roadway.
NO. The Police Department is aware of the situation and will not ticket vehicles registered to residents impacted by an inaccessible driveway related to this project.
The methodology and location for the pipe installation will be determined on a caseby-case basis. In most cases, driveways consisting of rock, stone, or other impervious surface will be trenched across. Concrete and/or asphalt driveways may be bored under or cut depending on a variety of site specific circumstances that won’t be determined until the contractor is on site.
YES. This will be a two-step process. The initial repair to the driveway will be done immediately after the pipe installation is completed. The initial repair will ensure driveway functionality; but, may not involve the same materials as the existing driveway. The final repair will be done once all of the pipe installation is completed. The final repair will involve the use of the same material (concrete, asphalt, stone, etc.) as the existing driveway.
YES. CWSNC will do everything possible to return the property to its pre-existing condition, including any storm water features.
CWSNC. However, Village staff will be in contact with the CWSNC project manager throughout the construction project.
CWSNC will be on-site while construction is in progress, so if property damage does occur, CWSNC will attempt to contact the resident immediately. If the resident is not available, CWSNC will seek the assistance of Village staff to contact the resident.
If you find damage that you think was caused by the construction and no CWSNC employee is on site, you should contact Village Hall immediately at 910-949-3141.
YES. But, at some point during construction, the parking area may be inaccessible.
NO. The contractor will be responsible for removing your mailbox and reinstalling the mailbox in the same or nearby location at the end of the construction day.
MAYBE. The Fire Rescue Department collaborates with CWSNC to identify strategic locations for new hydrants to be installed. Typically, a fire hydrant will be installed near the property line between two properties and approximately 10 feet from the edge of the road. If your property is chosen to receive a new fire hydrant, the Fire Rescue Chief will attempt to contact you in advance to inform you of the planned installation.
YES. CSWNC retained McGill Associates to conduct a
Water Distribution System Evaluation, which was completed in July 2017. The evaluation includes an assessment of the
current situation, future flow projections, and a capital improvement plan for
the next 20-years. The report is
